The weekly digest goes to the account owner
Fixed a case where the digest reached admins but not the owner of the account.
The weekly signal digest now goes to the account owner.
For some accounts it was going to admins instead, which meant the person responsible for the account was not receiving the summary of what had come in that week, while colleagues were. If you have been wondering why your digest stopped arriving, this was why.
